The Senate was founded in 2633 on the plains of Aeterna Saturnalis near the future Thrace City.This institution was formed from the defunct Council of Citizens, which ruled and secured the future of Norcians as a nation.From the start it was decided that the maximum number of senators will not excede the number of 300,in way was a dedication for the 300 spartans which defended Greece from a powerful enemy which wanted to destroy the craddle of democracy.
Even before a senator was elected as one,each candidate was analyzed by specialists and citizens for any huge problem which will affect the honor of the Senate.Every senator could not be elected for no more then 2 consecutive terms.The morals of every senator was very bad sanctioned by the citizens if he or she brought shame to the Senate. The candidate was requiered to prove that he didn’t had any contract with any public institutions of the Norcian goverment.
The Senate was elected for a period of 4 years.There was strict rule that a senator could have more then 2 consecutive terms,thus keeping the fresh blood of senators with new ideas keep coming.
Every sesion the Senate was ruled by the Princeps Senatorum Pro Norcia,who had the responsability of ruling the sesion ,secuing order and applying procedures such as the senatorul lex be adopted.He could impose order and other rules of the session, summoning and adjourning the Senate.
The Senate meetings were public.This showed the open values towards the citizens.The Senate meetings sometimes were famous because sometimes the the sessions took even 24h with huge energetic debates regarding a specific law .There were even scandals when senators began fighting each other over different opinions.
When before an important vote had to take place senators where allowed a final speech to try to sway the vote,in which case were situations when a senators hold a speach for 3 hours before he was stopped by the Princeps Senatorum.When a matter was of a very great importance the Princeps Senatorum will require the senators to vote by takins a place on either side of the chamber where the session is being held.

To insure proper governance, there several ministers which are ruled by Consuls appointed by the Senate as oversight:
Minister of Foreign Affairs-this consul is responsable for all foreign relations
Minister of Health-this consul is responsable for the health and welness for all citizens,any organization which has any impact for the health and quality of life for every citizen
Minister of Internal Affairs-this consul is responsable for maintening law and order with the help of police and other law enforcment agencies
Minister of Defence-this consul is responsable for the national defence
Minister of Infrastructure-this consul is responsable for major public works,such as roads,spaceports,mag railway trains,any agency regarding this field
Minister of Education-this consul is responsable for the education policies for the future generations to be molded
Minister of Justice-this consul is responsable for the laws which will insure order,courts and any correctional facilities
Minister of Finance-this consul is responsable for the money of the Republic
Minister of Citizens-this consul is responsable for all policies egarding any social problem within Norcian Society
Minister of Industry and Commerce-this consul is responsable for any policy regarding industry and commerce
Minister of Enviroment-this consul is responsable for maintening the quality of the enviroment and keep an equilibrum
Minister Of Agriculture-this consul is responsable for any policies regarding agriculture.and any agency beneath him.
